The dog in the yard behind me

I'm pretty sure the dog is a Petbull dog; oh I mean a Pitbull dog.


Ok I was joking but the story of this poor dog is not a joke.  It's very serious.


When an animal is suffering it's always very serious.


This poor dog barks, whimpers and cries almost the whole night.


And I heard the owner of the dog come out and it sounded like he was hitting the dog;
I don't think he was hitting the dog very hard but I heard the dog yelp a few times.


I hear him whimper as I'm typing this; I feel very badly for him or her.


The dog is on a chain inside a big fenced area but the fence is broken in a couple places.  I think the man never walks the dog or gives the dog much attention. And I wonder if he gives enough food and water to the dog.


Pets need care, love, affection and lots of attention.  This poor dog is getting little, maybe not any
and that's why I think he cries so much at night.  In the day time it seems he just barks.


He's a very unhappy pet.  What a shame.


Our pets don't have a speaking voice and can't tell us out loud what they need but we
ought to be smart enough to know what they need.


This owner is dumb.


Any suggestions on what to do in this situation?


Well if a person notices an animal being abused and/or neglected it's just wrong to sit back and do nothing.  So you have to do something; you have to tell somebody.


You can't know a wrong is happening and just say well it's not my business because it is your business.


I'm going to do the right thing.  I'm going to tell animal control today.
