Problem with landlady

We went to pay our landlady earlier today.  Actually 1 of us did.
She did not invite him inside.  She refused to talk to him and refused to take the paper she needs to fill out for Sec 8 saying we are in good standing with her.

She later texted us and brings up the deposit money plus she makes mention of the stimulas money.

But when we first rented this apt we were so desparate for a place to rent and not be homeless that I dared not ask her about the deposit.

She gave us problems when we first rented this place.

Now I wish I would have asked her about the $800 deposit.

So if I don't pay her the $800 deposit money now that I'm sure she will not give me back, I will lose my Sec 8 housing assistance; correct?

What if I pay her and then she still refuses to fill out the paper and check that I'm in good standing?  Then I lose my Sec 8, right?

We've had nice landlords before that waived our deposit or knowing how low-income we were, let us arrange to pay $50 per month towards the deposit.

She does not allow pets either and we really do need a pet.  We are just not happy without a pet.  We need a pet badly to love and to care for.

We are very low income and we are on the Sec 8 voucher program.

We live in Jefferson Parish, LA.

She's offered to rent us another of her rentals in a different location but since she doesn't allow pets I don't really want to rent from her again.  I don't want to rent from her again anyhow.

Plus she is a religious person. I think she said she was Catholic.
So if she is a Christian why is she being so mean to us.

Why is she being so unkind?

Why would she demand the $800 deposit money so late into the lease?

And why has she not mentioned it all of these months so that we could of been making payments on it all along.

I really really thought she had waived it but I know now that she could not be trusted and I should have asked her about it.

I think she is wicked and I don't really want to continue to rent to her but I don't want to be homeless either.  We are terrified of homelessness. 

It is so hard to find a Sec 8 rental.  It's hard to afford the application fees and the deposit.

If I pay her the $800 out of money I was saving to rent another place and she then causes more problems and refuses to rent us another of her apts, then I won't have the money I need to rent us another apt.

I really do believe she will not give me that $800 deposit money if I give it to her now.

Sec 8 had us paying a high portion of $209 (my income is $800) and then wrote us a letter stating when our new contract starts our portion would be like $70 lower.  So why is it all the sudden going to be $70 lower if my income has not changed.

Anybody have any helpful suggestions?

When she rented us this place she said she gets more money for her Sec 8 renters ($50 more).  She advertised this apt for $750 per month (1 bedroom) but then she put our rent as $800 per month.

She rents to a woman downstairs who has a man living with her.  He works full time.  But he is not on the woman's lease.  The landlady told me this. 

I think we despise this woman now.

One more thing is that the person I live with is permanently crippled now maybe because she didn't replace a door that dragged the floor.  And he lifted up on it many times and it caused nerve damage in his finger.  He is a billiards player and so now he might now be able to play his billiards anymore.

In addition, we never used the kitchen cabinets in this apartment as they were so disgustingly nasty looking and look as though rats have been in there, I didn't want to touch them.  The landlord said he would paint them inside but he never got around to it.  He also knew about the broken door and one of his workers tried a few times to fix it and it still dragged the floor.  It made a permanent mark on the floor.  Months later another worker replaced the door.
